FCC Licensing Discussed

At AMTA 2008, AMTA's "FCC Compliance and Licensing Committee" presented an in-depth panel discussion on FCC licensing requirements for antenna manufacturers. At this well attended and lively presentation, the Committee discussed the FCC's basic regulations.

These regulations require manufacturers to obtain licenses for virtually all antenna tests and experiments not conducted in fully-shielded chambers. In addition, the Committee described the substantial improvements in processing times at the FCC, which benefits all AMTA members. Click here to view the FCC Licensing Presentation.

Jeff Rummel, Arent Fox telecommunications attorney and co-chair of the AMTA Committee, is currently offering a complimentary consultation to any AMTA member interested in discussing (i) the FCC's licensing requirements in general; and (ii) whether the FCC's licensing databases accurately reflect the member's RF operations. To take advantage of this unique opportunity, contact Jeff directly at Rummel.Jeffrey@

President's Report

Jeff GuerrieriHello, I am Jeff Guerrieri serving as the AMTA 2009 president. Jeff Kemp, the outgoing president, will be quite an act to follow. We thank him for doing a great job but I am sure he will enjoy his semi-retirement as past-president.

I also want to thank Gary Somers from SAIC and the AMTA 2008 Host Committee for putting on a very elegant symposium in Boston. This was the first symposium where AMTA made use of a conference management company. Three Dimensions took much of the burden off the local host and will provide continuity for our members and vendors.

The AMTA website is constantly improving. Milestone Marketing, our Webmaster, has made considerable progress the past few months. Their first task of cleaning up the membership and online member registration is complete. They are currently working on the abstract/paper submittal area and online event registration.

We have added a European Liaison position to the AMTA Support Staff. This staff provides support and advisers to the AMTA Board of Directors. Carlo Rizzo, the past AMTA Vice President, will serve for 3 years as European Liaison. The major task for this position is to coordinate between AMTA and EurAAP (European Association on Antennas and Propagation).

AMTA is looking to the future. Conference management will make it easier for companies to host symposiums. A dedicated Webmaster will provide a website that is a tool for our members. The Board of Directors and Support Staff are continually working to provide the members with quality symposium and support international growth.

This should be an exciting year for AMTA and I hope you can make it to the AMTA 2009 Symposium in Salt Lake City!

Technical Coordinator's Report

Ed UrbanikIt seems like I am finally recovering from AMTA 2008 and the ceiling plaster just missing our FCC Licensing panel. However, your Technical Committee has been hard at work. It is also time to prepare for AMTA 2009. The technical committee and the Student Paper Committees are taking shape. So, start working on those papers.

AMTA 2008 Best Papers
The last job of the 2008 AMTA Technical Committee is to review and rate the papers from the 2008 AMTA Symposium. The session chairs pick the best paper of their particular session. Click here to see the list of papers selected by AMTA Session Chairs from 2008. We will select from these 15 papers and highlight them in the AMTA newsletter. From these papers, the Technical Committee picked the six best papers which will be published in the "AMTA Corner" of The APS Magazine authored by Jeff Kemp and Steve Schneider. The top paper will be announced at the AMTA 2009 Awards Banquet in November.

AMTA 2009, Salt Lake City, Utah, 1-6 November 2009!
Abstract Portal now Open to Accept Abstracts!
AMTA 2009 is much closer then you think. The web site for accepting abstracts is now open. Abstracts are due to the publishing portal by the 8th of May. Completed papers must be submitted by July 24th.

Abstracts MUST be submitted through the portal. To post or publish your abstract, simply click on "Publishing Portal" from the AMTA home page (www.AMTA.Org). Click on "Add New" and away you go. Make sure you put your abstract in the 2009 event.

If you do not remember your password, or login name; contact Secretary@AMTA.org before creating a new login. You do not have to be a member of AMTA to post an abstract; but you do have to register as a user of the AMTA.org website.

Student Authors: Make sure you check that "Student Paper" text box for entry into the Student Paper Contest.

Remember, the Call for Papers Deadline is May 8th, 2009!

One of the issues we had last year was many last minute changes due to the preliminary program versus the final program. The preliminary program is based on all of the accepted abstracts, which this year was about 107. However, the final program in 2008 was only about 83 papers. To avoid empty slots and to try to accommodate the needs of as many as we can the program did change. As part of those changes we made sure we had enough time for the Vendor Lunch and the Business Meeting. Be sure to check the AMTA 2009 web site (www.AMTA2009.org) for changes and updates to our technical program.

Technical Highlights
The first paper I would like to highlight this year is A08-0004, "Problems Using Network Analyzers For Certain Antenna and Radome Measurements", Henry A. Burger, P.E. (NAVAIR). Henry did a fantastic job presenting practical and useful papers of interest to many.

Past President's Report

Jeff KempAh, a President's life is never really done. While I no longer have the baton, I still have indentations in my hand from gripping it. According to my illustrious successor, Jeff Guerrieri, as Past President, my main responsibility is to chair the Awards Committee, which is of course responsible for the awards that AMTA gives out at the annual meeting and Symposium.

There are three main categories of awards given out by the Awards Committee: 1) Distinguished Achievement and Distinguished Service Awards, 2) Fellow, and 3) Senior Member. I'll be putting together a committee to help select the Distinguished Achievement and Distinguished Service Awards, but this year I'll be taking nominations from the AMTA membership for the Fellows and Senior Members awards.

Over the past two years, the AMTA Board of Directors started the Fellow and Senior Member awards. Much time and effort has been taken to criteria the awards and recognize our members who meet or exceed those criteria. While I think we've done a reasonably good job to begin, we now wish to encourage our membership to nominate members for the Fellow and Senior Member award.

The process is pretty simple: Simply e-mail me at past-president@amta.org

with the name of someone you wish to nominate for Fellow or Senior Member. (In the subject line, please start the message with AMTA - Award Nomination. Spam filters do a great job of filtering e-mails with ambiguous subject lines.) That's it. I'll take nominations through July 31, 2009.

All I ask is that you 1) review the criteria for Fellow and Senior Member and 2) check out the list of current Fellows and Senior Members. We'll get all of that information on-line at www.amta.org soon, but here it is for you now.

AMTA Fellow Criteria
The criteria for being named a Fellow are through contributions to AMTA in two of the following three areas: 1) significant technical contributions through publications, 2) excellence in education in the field of antenna measurements, and 3) dedication through active service.

Click here to see a list of AMTA Fellows

AMTA Senior Member Criteria
The criteria for being named a Senior Member are through technical or service contributions to the field of antenna measurements. These contributions can be in either the form of 1) technical publications in the field of antenna measurements or 2) service on the AMTA Board of Directors or volunteer committees. In order to be eligible for Senior Membership, a member must have been active in the field for at least a period of 10 years; however, continuous AMTA membership throughout a 10-year period is not a requirement.

AMTA Meetings Advisor's Report

Antenna Measurement and Test Society Conference in Hyderabad, India
January 29-31, 2009

Janet O'NeilAMTA's sister organization in India, the Antenna Measurement and Test Society (ATMS), recently held their second annual conference in Hyderabad. Dr. B. K. Sinha, the doyen of antenna measurement in India and former Director, SAMEER, was the Guest of Honor.

Known as the "City of Pearls," Hyderabad is today one of the most developed cities in India and a modern hub for information and technology, biotechnology, and antenna technology. The city proudly boasts having the highest number of antenna test ranges in India.

ATMS members represent government, academia, R&D establishments and industry; while largely based in India, members are also based abroad. ATMS membership shares an interest with AMTA membership in antenna and radar cross section measurements, innovative measurement techniques, measurement systems and instrumentation, compact ranges, near-field techniques and their applications - to name a few of the more common areas of interest the two organizations share.

Patrons of the ATMS include distinguished AMTA members Dr. Shantnu Mishra of the Canadian Space Agency, Dr. Allen Newell of NSI, Dr. Yahya Rahmat-Sammi of the University of California-Los Angeles, as well as Drs. Don Bodnar and Carlo Rizzo of MI Technologies.

HyderabadThe conference was held at the Hotel Fortune and attracted over 100 people to hear some 50 papers on the theme "Antenna & RCS Measurement."

After Dr. K.N. Shankara, a former director of SAC Ahmadabad and ISAC Bangalore, presented the keynote address, the three days of the conference quickly passed due to the excellent papers, exciting exhibition and wonderful social events that stimulated conversation amongst the conference attendees from India and many countries. The Conference Organizing Committee, including Chairman Professor O.P.N. Calla and Secretary R. K. Malaviya, deserve special recognition for their tremendous efforts that resulted in a very successful conference.

Several AMTA members attended the conference and presented invited papers, including:

  • Taper Chamber Technology: Benefits and Limitations by Dr. Vince Rodriguez, ETS-Lindgren, USA
  • Theoretical Analysis, Software and Design by Dr. Carlo Rizzo, MI Technologies, USA

In addition, the technical program was complemented with invited presentations by distinguished regional experts, including:

  • Near Field Measurements by Dr. D. C. Pande, Sci. 'G' LRDE, Bangalore, India
  • General Antenna Measurements by Dr. Surendra Pal, Distinguished Scientist and Programme Director IRNSS, ISAC, Bangalore, India
  • Range Certification and Validation by Professor D. Sundararajan, Don Bosco Institute of Technology, Mumbai, India
  • Radar Cross Section Imaging and Passive Intermodulation & Special Antenna Design by Dr. V. G. Borkar, Sr. Scientist, RCI, Hyderabad, India
  • Phased Array Antenna Measurements and Communications Systems by Mr. V. Mahadevan, ISAC, Bangalore, India

Several exhibitors participated in the conference, including sponsors Orbit/FR, Satimo, Emerson & Cuming, ETS-Lindgren, SATCOM, and Lambda Microwave.

During the last session of the conference, ATMS Board Members passed a resolution that every year ATMS will be held between January 15 to February 15 in different cities of India. Accordingly, the next ATMS 2010 will be held in Delhi. The Board passed a resolution that future conferences will have one day for tutorials and two days for the conference. The First Call for Papers for ATMS 2010 will be issued in March 2009 and the last date to submit the final paper will be December 15, 2009.

All who participated eagerly look forward to the ATMS 2010 conference. Visit www.atmsindia.org or the AMTA website later this year for complete details.

AMTA European Liaison's Report

Carlo RizzoHello AMTA members and welcome to 2009, a year which will lead us to Berlin and Salt Lake City for our annual meetings. I have just recently completed my three year term on the AMTA BOD and I can say it has been a tremendous experience working with other board members and the rest of you. I thank you all for your support and wish Dan Janning good luck in his new post as AMTA Vice President! I have now taken up an advisory role within the AMTA organisation for the next three years. I will be known as the "AMTA European Liaison". I shall be interacting with our membership base in Asia and Europe and reporting back to the AMTA BOD; so hopefully we will still bump into each other either in the US or Europe.

I would like to remind everyone of our next AMTA Europe meeting which will take place in Berlin at the end of March 2009. Preparations are underway with a full program covering the majority of antenna and RCS metrology topics. Registrations are now open and we expect a good participation this year. Further information can be found at http://www.amtaeurope2009.org or by e-mailing info@amtaeurope2009.org. I encourage our European AMTA members to sign up as soon as possible before hotel places run out. Our next AMTA Europe event will take place in sunny Spain in 2010 in the beautiful city of Barcelona. Details of this conference will be posted on the WEB site within a month or so.

At this point I wish to thank every AMTA member for supporting me on the BOD for the last three years and I can say it has been a pleasure serving this striving community.

See you in Berlin.

Letter from the Editor

2009 Board of Directors
The AMTA newly elected Board of Directors along with the 2008 Board of Directors will initiate their office positions at the annual winter meeting in March. This meeting is held each year at the host's symposium site. This year the meeting is being held in Salt Lake City, Utah at the Little America Hotel. From Tuesday morning on the week of the Board of Directors meeting until Thursday evening, your Board of Directors will hammer out the majority of AMTA business for the coming year. Although there are monthly teleconferences throughout the year, the majority of the AMTA business decisions are born during this very important meeting.

Your Board of Directors meets for 12 to 16 hours a day for three days to map out the path forward for the AMTA for the following year. What is to be remembered about your Board of Directors is that these officers are volunteers elected by the members of the AMTA at the Annual Symposium Business lunch. There are no monies received by these volunteers for this 3 to 4-year commitment. Along with the meetings and frequent teleconferences, each officer has responsibilities that use up their precious daily time. They are especially busy during the months just prior to and during the annual symposium, during the AMTA European and Asian events, and the local events the AMTA hosts each year. Your Board of Directors and Senior Advisors deserve a thank you from all AMTA members. Please join me in thanking them for all their hard work and dedication to this organization and a special thank you to all the previous members of your Board of Directors.

AMTA Members Concerned with the High Cost of Energy

In this environment of high energy costs there are alternatives. Below is a possible alternative solution to high energy cost that might apply to some of the AMTA members. From time to time if I come upon energy information that might help AMTA members cut energy consumption and costs, I will forward that information via our newsletter. For Instance, 'First RF', a small antenna manufacturing company in Boulder Colorado, runs their entire manufacturing plant on solar power. During off hours, First RF sells their excess generated solar energy back to the power grid. It can be done.
